Look at the flame color in a dim kitchen
Blue with a faint inner cone is right. Yellow tips are a mixture or a port problem, and orange flecks are usually dust rather than either.

Lift the burner head off and look straight down at the port ring. Anything dried in a port shows, and a stiff brush and a pin clear it. This is the repair that this burner design exists to make possible — you can do it yourself in ten minutes.

Some yellow is normal, is it not?
A few orange flecks are usually dust burning off and mean nothing. A persistently yellow, lazy flame is not normal on this equipment and it is worth correcting — it soots pans and it cooks worse.
Can I clear the ports myself?
Yes, and this burner was designed so you could. Head off, brush the ring, clear any blocked port with a pin rather than anything that will enlarge it, and put the head back flat.
It has been yellow since we moved in.
Then gas type is worth checking. A range set up for natural gas running on propane, or the reverse, burns wrong from the first day and no amount of cleaning changes it.
